Well the dense population combined with the conformist culture is a big part of it. But they also have a fatalistic culture which looks at suicide as an honorable way of atonement. That last point is somewhat unique to Japan or at least has not yet been exorcised by modernity as in other nations which also may have had such a tradition in their past.
