Depends on your face shape, but that's generally true. You usually want frames that contrast with the shape of your face.
$250 really isn't all that bad for frames. You could try to buy them online, but you need to get the proper information like the size of the frames as well as the brand and model #, and that's assuming that you can get that information in the first place. Some deigner eyewear shops won't give that information out. Personally I would just buy them in a store.
The good thing is that with proper care, glasses should last a long time.
