Here are a few ideas:
GOOD OLE FASHION BRIBBERY - okay, more like positve re-enforcement and evaluation such as:
- Make homework a game using educational games that reflects what they are learning. No money necessary. I know a few sites that have games u print up like bingo and password templates so u set it up whatever way u like it. Or whoever finish their homework correctly gets a prize.

- Points for staying on task like setting up mini-goals for them to accomplish. For each task completed they get a sticker, star, marks on a score-board whatever u pick. After they obtain a certain amount of points they get a prize. You choose it could be a fun activity after homework is completed, stickers (kids can't resist the stickers), candy...(scratch that they're hyper already), get something from the tresure/goody box, and so on.
-Give them some recess time before doing homework. Surprising how cool kids are after running around for 15 min. and get some of that hyperness out. If they can't get out, do excercise warm-ups, do a silly sing along, something to have them up and moving for 5-15 minutes.
