Anyone whom is a member can give Positive or Negative reputation points. Some member have more than others. This is nothing new.
So I'm not sure why you think the admin team is doing anything with reputation points.

This is just a guess, but maybe if someone with no reputation (or with very few green points) gives you a point, it is not very strong and is registered as grey.

i do not think so. i have some from LONG time members and it is grey.
The grey color is from either a new member whom is not able to give rep points yet or a member whom has no rep. points to give. Nordic was pretty close.

That is so smart cause I know some of the more 'interesting' people in the past have created new acnts just to give themselves rep points. They'd go from red to bold green overnight.
should make the rep point boxes more exponential, so that the rep point description is correlated to the number of green boxes. like right now many people has full green boxes but vastly different rep points
