In Canada, many Anglophones have a pathological fear of "culture"; anything that's not a popularized, generic, liberal-democratic, WASP culture is seen as weird. This is especially so for small-town people who have just entered the city and find these "other" people there.
It's perfectly ok for people to "look" different, but to "act" different is seen as weird.
I'm not sure if AMs necessarily have any better luck in Europe...I've lived in Europe (Prague) and both the west and east coasts here in the US and have had plenty of luck in all 3 of those regions, but I believe your theory may have more accuracy based on the social differences...the general reception of people, cultures, races and mixes are a lot greater in Europe. Europeans are socially much more liberal and what I would even describe as progressed.
