Yea I'm wondering that also, isn't it just proportion, I guess since it's a sign of beauty in Corea to have a small face, they put it like that instead.
According to one recent study on height changes in Europe, the average male height in Europe in the 19th century ranged from 5' 4" in Southern Europe to 5' 6" in Northern Europe, so I guess 19th century Europe wasn't
"Western" yet.
It’s all about standard of living and nutrition.
The Dutch at one time were among the shortest in Europe and now they are the tallest.

While Korea was economically devastated after the Korean War, it wasn’t exactly a wealthy nation before the war.
Young males in Korea presently average about 5’8.5” – an inch less than the average American height.
That’s about 3 inches taller than Korean males in the North.
Otoh, Korean males who grew up in the North prior to the outbreak of the Korean War are TALLER than their Southern counterparts (at the time, the North was more prosperous).
