I heard that you can't apply for a work visa if you are in Canada. You have to get it when you are not here, or if you ARE here and a visa will be granted to you, you have to go abroad and pick it up. Some people here go to Buffalo, US, a few hours away from Toronto when they have this kind of issues.
Anyways, this is how I came to Canada:
1) I applied for a work from Finland to Canada via Internet
2) they said in the company that they would be interested, and that they need someone who is eligible to work in Canada. Then I asked my immigration lawyer to call the company and tell that she would help them out with the paper work.
3) the company sent me a test to make (for that particular job), and I passed it.
4) then my lawyer prepared the paper work to be sent for the Canadian Authorities to get a Labor Market Opinion. A Labor Market Opinion was needed, as the authorities had to be convinced that I can do something that Canadians can't do. My advantage was knowing the Finnish language. For some reason the company sent the papers on its own, while my lawyer could have pushed some buttons with her connections and make the paper work go faster...
5) The immigration authorities (or whatever they were) sent the company a positive Labor Market Opinion after a bit over a month and told me that I could then get a work permit. I would just take all my documents with me (that my lawyer adviced me to take) and pick up the work permit at the Toronto International Airport (Lester Pearson Airport).
6) I booked the airline ticket, flew from Helsinki very early in the morning, changed planes in Frankfurt Am Main, landed in sunny and wintery Toronto February the 2nd 2007, went through the passport control where I told that I would be coming to Canada to work, was told by the passport controller where the Immigration office was, went there, and "argued" with a young immigration authority girl. I tried to reply to her questions as best as I could for 10 minutes. Then she printed my work permit. I went to pay for it, and I went to collect my luggage. Then I started heading towards the customs.
7) I went through the customs and I don't remember having seen anybody there. I came through the sliding doors tired, jetlagged and pushing the cart with my luggage on.
